Melissa Kay is a Tribal Water Institute Fellow at the Native American Rights Fund in Boulder, Colorado. Her work focuses on Tribal water issues, including Clean Water Act Tribal reserved-rights litigation and federal permitting and relicensing processes affecting Tribal water rights.
