Larrea, insurance executive Liz Henderson and marine scientist Steven Kessel said debt swaps, catastrophe coverage and corporate-backed arrangements can direct capital toward coastal ecosystems, but only if they account for ecological interdependence, local implementation capacity and credible evidence of results.
