Volker Senior Fellow (adjunct) at the Hoover Institution and President Emeritus of the Thomas B. Fordham Institute. He chairs Hoover’s Working Group on Civics and American Citizenship within the Center for Revitalizing American Institutions, and his public work focuses on K–12 education reform, civics, and education policy.
