Africa’s Learning Crisis Requires Technology Built for Overcrowded Classrooms

The conventional staffing solution cannot meet the scale of the crisis

By 2030, nearly half of the world’s young people will be African, Rapelang Rabana says. Yet more than 80% of 10-year-olds in sub-Saharan Africa cannot read a simple text with understanding. The problem, she argues, is not children’s ability or school attendance; it is a school system that cannot provide the conditions for learning at the required scale.

The established response—more schools, classrooms, teachers, and teacher training—is reasonable in principle but financially and operationally incapable of closing the gap, Rabana says. Reaching ideal student-to-teacher ratios in sub-Saharan Africa would require 15 million additional teachers, at an estimated annual cost of nearly $40 billion.

Her objection is not simply that the current approach is under-resourced. It assumes that African schools should eventually resemble those in wealthy Western countries if given enough inputs. Rabana calls this a “WEIRD” bias: treating systems designed for Western, educated, industrialized, rich and democratic societies as the universal standard.

That borrowed standard, she argues, misses the relevant design problem. Education systems should be built for the circumstances children actually face: classrooms of 100 pupils, sometimes 200 when a teacher is absent; constrained infrastructure; little opportunity for individual feedback; and instruction that may not be accessible in a child’s first language.

Rabana illustrates those constraints through Chisomo, a seven-year-old in rural Malawi whose parents are farmers. In a crowded, dim classroom, Chisomo may barely be able to see the book held up by her teacher. She rarely gets to ask or answer a question, or to learn from a correction. Rabana recalls tutoring high-school mathematics students who received only a score rather than their marked tests. Without seeing where they had succeeded or failed, she says, they had no way to improve.

Imagine Worldwide’s tablets are intended not as a generic device rollout but as a response to the practical reasons education technology has often failed in African schools. Rapelang Rabana says earlier programs were too focused on hardware, relied on reliable electricity and connectivity, did not fit local cultures or sound pedagogy, worked outside government systems, or cost too much to run.

The operating model is meant to remove those dependencies. The tablets are solar-charged, have batteries that carry over between uses, and can be rotated among classes during the school day. They work entirely offline. Content is presented in relevant local contexts and in languages including Swahili and Chichewa, with verbal instruction delivered through headphones. The displayed lessons include local-language reading material and English literacy exercises.

Children use the tablets for about an hour a day, rather than throughout the school day. Rabana acknowledges familiar concerns about children and screens, but argues that they need to be judged against context. For children such as Chisomo, she says, the problem is not excessive access to technology at home and school; it is near-total lack of access.

The software’s instructional role is to adapt to each child’s level and pace. It can guide a first-time user—one who cannot yet read and has never handled a device—from an initial tap through literacy and numeracy activities without adult intervention. A child who is struggling can slow down and get more practice; one who is ready can move faster.

In a classroom where individual attention is almost impossible, each child suddenly gets something incredibly rare: instruction that responds to them.

Rabana does not describe the system as a replacement for teachers. It is an additional layer of instruction that can function in large classes without demanding that every teacher be retrained or that the education system first be reorganized. Her claim is that, whether there are 20 children or 200 using the tablets, the learning experience does not have to lose quality because the software adjusts separately to each child.

Scale depends on working through public systems, not around them

A viable model, Rabana argues, must operate inside public education systems at scale. Rapelang Rabana says Imagine Worldwide works with governments from the start to embed the program in public schools, rather than establishing a parallel service. That is the institutional counterpart to the tablet design: technology supplies individualized practice within existing classrooms, while government adoption is intended to provide a route to sustainability.

Rabana calls this a system-strengthening approach. Working with governments, she says, allows Imagine to develop implementation roadmaps that can be replicated in additional countries. The ambition is not merely to distribute devices, but to establish a model that public systems can use without depending on constant connectivity, new classroom staffing ratios, or a wholesale restructuring of teaching.

She says nine randomized controlled trials conducted across four countries and three languages over the past decade have shown that time-bound, context-appropriate digital learning embedded in public school systems can accelerate literacy and numeracy outcomes. Rabana characterizes the resulting gains as among the strongest from education interventions anywhere.

The reported outcomes extend beyond test scores. Rabana says more children are attending and remaining in school, while girls catch up to and keep pace with boys. She says the program is now on track to triple, rather than double, the number of children who are literate and numerate by their fourth year in school.

A pupil’s explanation of the tablet captures the instructional premise. As Rabana recounts it, the girl likes the device because when she makes a mistake, “it doesn't move on to the next student. It asks me to try again, and then I can get it right.” Rabana treats that opportunity to persist and succeed as a matter of dignity as well as pedagogy.
