Boring Co.’s $23 Billion Valuation Rests on an Unfinished Tunnel Build-Out

Bloomberg’s Kiel Porter reports that Elon Musk’s Boring Co. has raised $3 billion from the United Arab Emirates and affiliated investors at a $23 billion valuation, four times its previous level. The funding backs a broader tunnel expansion effort, but Porter says the company’s delivery record leaves its 2027 targets for a 60-mile Las Vegas network and Nashville’s 10-mile Music City Loop looking unlikely.

Ed Ludlow reported that Elon Musk’s Boring Co. raised $3 billion from the United Arab Emirates and affiliated investment entities, valuing the tunneling startup at $23 billion. Kiel Porter said that valuation is four times the level assigned in the company’s previous fundraising round.

The round brings a new anchor investor and what Porter called an “incredibly ambitious plan.” It also puts a sharper practical question around the company’s ability to turn proposed tunnel networks into operating infrastructure. Ludlow characterized progress over the past decade toward Musk’s vision of ultra-fast underground hyperloops as slow; Porter’s account of the company’s projects supplies the scale of the remaining build-out.

Las Vegas is Boring’s clearest operational proof point. Porter said an active installation has been running there since 2019, with 10 tunnels currently operational over about 11 miles. The eventual Las Vegas plan, however, is a 60-mile network of interconnected tunnels. On Porter’s figures, the operating system is materially smaller than the network Boring ultimately proposes to deliver.

The comparison does not establish what investors are underwriting in the new round. But it does make the delivery test visible: Boring has a working Las Vegas system, while much of the scale implied by its proposed network remains to be constructed.

The expansion pipeline is growing before the flagship network is complete

Kiel Porter cast doubt on the original 2027 deadline for completing the full Las Vegas system. The company is not starting from zero there—10 tunnels are already in service—but the gap between roughly 11 active miles and an eventual 60-mile network leaves a far larger project still to be delivered.

The original completion date of 2027 for a complete network certainly seems very unlikely.

Nashville presents a similar schedule issue. Porter said Boring is boring there under a plan agreed last year for a 10-mile Music City Loop, originally intended for completion by 2027. Sources had told him that date is “a little bit unrealistic,” he said.

That puts the company’s prospective work on a broader geographic footing at the same time as its largest existing network remains incomplete. Porter said Boring has signed memorandums of understanding with the Emirate of Dubai. He also said it has offered free projects in two U.S. cities, one in Louisiana and one in Texas. Those are not described as operating systems, but they add possible commitments beyond Las Vegas and Nashville.

The new financing therefore coincides with two distinct demands on execution: completing and extending the Las Vegas network, while advancing projects and proposed projects elsewhere. The source does not put dates or construction details on Dubai, Louisiana, or Texas. Its more concrete timing evidence is the challenged 2027 targets in Las Vegas and Nashville.

An established team, rather than Musk’s direct attention, will carry the work

Asked about Elon Musk’s current involvement, Kiel Porter said Musk defers more at Boring than at his other companies. Porter described a well-established team in place and said Musk has talked publicly about the company less recently than about many of his other efforts.

He defers on Boring a lot more than he does on his other companies.

Porter contrasted that arrangement with Boring’s founding period. Musk was “very, very involved” at the start, when he lived in Los Angeles and was frustrated by traffic. The source does not identify the executives now responsible for delivery or explain how decisions are divided. But Porter’s description makes the present operating model clear: the growing set of tunnel commitments is being pursued with an established company team, not with the level of direct Musk involvement that marked its origin.
